Slow Progress on Payment of Increments

Only about 5% of 600 executive branch employees approved for pay increments have actually received them.

According to Human Resources Director Le’i Sonny Thompson there’s been delays in implementing the pay increments and rather than the 3 step format that they initially planned DHR has reduced the payment of increments to a one step phase which costs significantly less.

He said the original plan would have cost ASG $6 million but just $1.1 million has been allocated for the one step increments, DHR is now processing.

Except for the payment of increments, all other personnel actions sch as promotions salary readjustments and reassignments are on hold and Le’i asked directors to please heed their decision which has been sanctioned by the governor.

At the same time he said a Director can always take a specific case to the governor.

Governor Lolo asked directors to cooperate with DHR, Budget and Treasury to contain spending.

A memo from the Budget Director Cathy Saelua to directors last week said any position that is paid by local funds will not be approved.

This rule doesn’t apply to grant funded positions however.
