The American Samoa Bar Association (ASBAR) and the Department of Youth and Women Affairs (DYWA) Question and Answer Forum on the proposed constitutional amendments that will be on the November 8th ballot, was an informative session.
The 1 1/2 hour forum at the Lee auditorium on Wednesday evening had three panelists: Deputy Attorney General Roy Hall Jr., private attorney Charles Ala’ilima and Tapaau Dr. Dan Aga, Director of the 2022 ConCon.
Lornalei Meredith, Treasurer of the American Samoa Bar Association was the moderator.
The panelists explained the proposed amendments, their pros and cons, and what other states and territories offered.
The discussion was relaxed, cordial and easy to understand even though some of the topics dealt with complex legal issues.
On the amendment for the appointment of the Chief Justice and associate justices, the panelists explained the change from appointment by the Secretary of the Interior to appointment by the Governor with confirmation by the Fono, and how other jurisdictions pick their Chief Justices.
Attorney Charles Ala’ilima said, because of the small pool of local judges, he had concerns about the selection of judges to sit on the appellate court.
